ECB’s Governing Council member Makhlouf: Average inflation targeting is one of options being considered by ECB
- Does not think that ECB is going to overshoot below but close to 2% inflation target unintentionally
- But it is possible that in future ECB may follow the U.S. Fed in allowing overshooting at times to maintain target average rate
- It's one of the issues we are looking at
- Sees current glut in savings as temporary
- Says there are no plans to change regulatory capital requirements
- Consumer demand surge in H2 is possible
